Search engines were conceived to provide users a good quality listing of sites. Albeit, the algorithms were built to reflect the knowledge of the general populace - as such page ranking reflected the necessary qualities of good resource resulting to people actually linking to a particular site.
Then came Seach Engine Marketing.... This phenomenon changed the way advertisers look at search engine. Many of these advertisers are actively shopping for links from other sites to get to higher ranking. Yet, still search engines want authoritative listings rather the those manipulated by keyword spammers. Without authority listings SE don't get repeat users. So what does Search Engines want? Basically what SEs want is relevant content with back links ( which serve as votes showing that the net audience accepts the authoritative/relevant content provided). If you want a last success in getting a higher rank in SE you need to constantly deliver resources to your traffic. You need to meet your audience's needs. In satisfying that, you also satisfy what Search Engines want.
