Like the reports, possibly Google had no intention to penalise permanently. Just want to get attention of the internet community that they 'might' penalise websites with paid text links, and a host of other things that are 'in competition' with google. Strike the fear, get people to drop certain ad channels and widgets (especially small timers and early/soon adopters) then make things normal again. The big sites are happy and may complain about the inconvenience but are otherwise ok that they're back up but Google would have achieve their goal of scaring all the newbies and small timers to stay away from utilizing google's competitors.
