It really depends on the place you're at. In a shopping mall environment, merchants openly announce discounts. And many restaurants offer discounts if you pay with a certain credit card. So it's understood that if it isn't announced, there isn't any.
And while discounts are a great thing, they usually involve last season's collection or slightly defective products.
Looking at stores with huge banners announcing huge discounts, you tend to wonder whether they're in so much trouble that they're desperate to clear stock. The next time you return, they might not be there anymore.
