That is the catch
Since they cannot police the world and bend them their way short of dropping bombs the can only bust you when you step on their shores. They do not want competition unless it is from their own soil and holding a gaming license which is nearly impossible to get you hands on.
Since they cannot control internet gaming outside the US they hate it. HA HA
this is what you get when someone outsmarts you at your game.
