Yes, you're definitely right that only the best lead gen agencies will survive -- but I think we're moving towards a self-service model. More and more, companies like Pontiflex (my employer) are enabling advertisers to take control of their lead generation activities. Pontiflex, for example, has something called the Pontiflex GenLIST where advertisers can view a list of publishers willing to run CPL offers. This directory helps connect advertisers and publishers without a Rolodex-wielding middleman who can keep both sides blind and set the prices to be whatever he wants.

Yes, online lead generation especially is very measurable and it's easy to compare CPL advertising versus CPM and CPA. Ultimately, the data will drive decisions and the industry will move towards the most effective form of generating customers.
