Animated banners do catch attention but there are some that are too flashy that you don't even get to read the text.
And also, banner ads should also be seasonal. I prefer banner ads that fit an upcoming occasion. Sometimes people forget certain occasions so banner ads that suddenly remind them would most likely lead to a sale.
