Print version of a web page is considered duplicate content. Sometimes, it's inevitable to have duplicate content on a site due to one reason or another. In that case, it'll be wise that you place something like below to all the pages that have duplicate content.
I'm also wondering, if a person scrapes some content from other sites and puts it up as 'articles' in their site and places the code above, it'll be safe from being penalized by search engines? I know it won't provide any benefit in search engine listings since it's not crawled but, it provides visitors with more content (especially when he scrapes quality content) and increases reader satisfaction. Ofcourse, there are always copywrite concerns for illegal stuff like this.
