You are basicly describing an affiliate setup whith white labeling. Yes this is legal as is affiliate marketing. Setting it up technically will be a total differnt question as that can be as simple as a free by combining several scripts thru as expensive as hundreds of thousands of dollars all depending on your needs, wants and expertise
