PPC is not just for advertising. Some companies use it to do keyword research. If you can find a good keywords with big number of search, low search results with low number of advertisers, than it would be great.

Not only you have to pay small fees to advertise but it will be easier for you to push your website ranking on the natural search result as people tend to notice your website.
