This needs more detailed explanation. The position depends on amount of bid, the number of times the ad is clicked and your landing page's relevance to the keywords.
If you use dynamic keyword insertion, the typed keyword will appear in the headline (and in the description if used there) unless it is longer than 25 characters, in which case the default headline will show. This usually (but not always) causes the ad to be clicked more often. Sharp copy also causes more clicks. This means more money for Google, so your ad is promoted without spending more.
